Hall Road dog walking field in Martham approved on appeal

The Planning Inspectorate has allowed an appeal by Bobby Self to change the use of a parcel of land near Hall Road in Martham.

Mr Self had appealed against Great Yarmouth Borough Council’s refusal of his bid last year, when planners said the proposed facility would have “a significant detrimental impact” on neighbours due to the potential noise from dogs, as well as additional traffic.

Planning officials also flagged concerns about the potential effect of the proposal on agricultural land.

But the planning inspectorate – a government body which oversees planning disputes – has overturned the council’s decision.

The inspector visited the site last month and said it was “unlikely” that the proposal would have any significant effect on agricultural productivity in the area.

“The evidence indicates that the land is not currently in use for arable production in any event,” they said.

They added that limiting the number of dogs and customers using the site at any one time would restrict potential noise and disturbance.

In conclusion, the inspector said: “The development would also support the rural economy, provide a safe environment for all people to walk and interact with dogs and would benefit the local community through the provision of safe and accessible green infrastructure.”

The plans had faced seven objections – which raised concerns about additional traffic, loss of farming land and odours from dog waste – and four letters of support.

It was the second time the couple had sought permission to open a dog exercise park at the site.

The application includes fences, gates, sheds and a field shelter, as well as six car parking spaces.

A planning statement said the facility would provide “a much-needed, safe and secure recreational area for dog owners”.
