China has issued a technical resolution introducing revised CCC certification implementation requirements for automobiles and their components. The decision establishes transition arrangements for updated certification standards, clarifies certificate conversion procedures, and outlines the responsibilities of certification bodies and designated laboratories. The revised framework is intended to ensure the consistent implementation of updated technical requirements within China’s compulsory product certification system.
The new provisions apply to both new certification applications and products that already hold CCC certificates. Manufacturers are required to complete certification updates within the specified transition periods to maintain compliance. Automobiles and automotive components usually require CCC certification in order to be approved for import and sale in China.

Transition Rules for Revised CCC Standards
According to the technical resolution, new certification applications may follow either the previous or revised standards before the new standards become mandatory. Once the revised standards take effect, all new applications must comply with the updated requirements.
For existing certified products, certification changes must be completed before the applicable transition deadlines. Where revised standards introduce new or modified test items, manufacturers must perform supplementary testing before updated certificates can be issued. If no additional testing requirements have been introduced, certification bodies may replace existing certificates without requiring repeat testing.
Products that were manufactured, placed on the market, and are no longer in production before the revised standards take effect are exempt from certificate replacement under the new standards.
The resolution also specifies that certificates not updated within the prescribed transition periods will be suspended or withdrawn in accordance with China’s CCC certification regulations.
In addition, where only referenced standards have been updated, the revised versions apply immediately to new certification applications, while already certified products may transition naturally without requiring certificate replacement.
Wide Range of Automotive Standards Affected
The revised implementation covers numerous automotive safety and performance standards, including requirements relating to:
- Braking systems
- Fuel consumption
- Steering systems
- Dangerous-goods transport vehicles
- Driver field of vision
- Bus and school bus safety
- Electric vehicle safety
- Hydrogen storage cylinders
- Charging communication protocols
- Collision protection
- Energy consumption
- Traction battery coding
Certification bodies are required to implement the revised standards in accordance with the technical resolution, while designated laboratories must file their testing capabilities for the updated standards and obtain the necessary laboratory qualifications.
Manufacturers, suppliers, importers, and exporters of automobiles and automotive components should review the applicable revised standards, identify any additional testing requirements, and complete certification updates within the required transition periods to ensure continued CCC compliance and uninterrupted market access in China.
